EFORMED RADIO ADMINISTRATION COMMITTEEBY-LAWS
NAME
Article 1
. This organization shall be the "Reformed Radio Administration Committee" (herein-after, "the Committee" or "RRAC"). As a legal entity it is organized as a part of Reformed Faith and Life, a United States registered 501(c)(3) non-profit corporation.
THEOLOGICAL POSITION
Article 2. The Reformed Radio Administration Committee is committed in all matters to the
Holy Scriptures as the only infallible rule of faith and life. The Three Forms of Unity, the Westminster Standards, and the French Confession of LaRochelle are received as faithful expositions of the teachings of Scripture, and are subscribed to by all RRAC members and workers in accordance with the Form of Subscription prescribed by the great Reformed Synod of Dortrecht (1618-1619).
ORGANIZATION AND PURPOSE
Article 3. The Reformed Radio Administration Committee shall consist of members elected annually by a majority of the voting members of the Committee from candidates recommended by supporting churches. Each supporting church shall determine its particular method for recommending candidates. However, the Committee will determine in each case whether a supporting group qualifies to have representation on the Committee. A supporting church shall be entitled to a maximum representation of two members on the Committee. As long as RRAC is affiliated with Reformed Faith and Life, the Reformed Faith and Life Board shall be entitled to two representatives on the Committee.
Article 4. The primary purpose of the Reformed Radio Administration Committee shall be to carry out worldwide mission radio broadcasts of the biblical Christian gospel, using the historic Reformed and Presbyterian creeds to define our understanding of the gospel. The broadcasts will be done in the major languages of the target populations.
Article 5. The further purpose of the Reformed Radio Administration Committee shall be to arrange for ecclesiastical follow-up of response to the broadcasts by various churches that are mem-bers of the International Conference of Reformed Churches (ICRC).
RADIO BROADCAST MINISTERS
Article 6. Men employed by RRAC to conduct radio broadcasts shall be ordained ministers of orthodox Reformed or Presbyterian church bodies and shall have sustained an examination by RRAC, or a subcommittee of its members, as determined by the Committee.
Article 7. Ministers of the Word who are employed by RRAC shall continue to be amenable to the church court that holds their ministerial credentials. Their theology and Christian life shall, however, also be under the oversight of RRAC for the purposes of their broadcast work. While RRAC shall not decide the ministerial credentials of such ministers, it shall decide their continua-tion of its employment of them on the basis of its own oversight. All broadcast ministers shall agree to this provision in writing. Churches holding the credentials of RRAC broadcast ministers shall also agree to this provision in writing, including permission for their minister to work under the auspices of RRAC.
Article 8. The Secretary of RRAC shall maintain an official list of broadcast ministers, which list shall include specification of a subcommittee in charge of the oversight of his work for the Committee.
OFFICERS and ELECTIONS
Article 9. The officers of RRAC shall be a Chairman, Secretary, Treasurer and Vice-all. The officers shall be responsible for the usual duties assigned to these positions.
Article 10. Officers shall be elected annually by the Committee from among its current member-ship, and shall serve until their replacements have been elected. Should an officer be unable to fulfill his term, the Vice-all shall assume his office until the next annual meeting. However, in case the number of vacancies that may occur within a specific year is of such an extent that the proper continuation of the work of the RRAC will thereby be impaired or even brought to a standstill, such a number of vacancies will be filled by the remaining RRAC officers in consultation with other committee members during such a year until the normal annual election of office bearers takes place, in order to proceed with the normal work of the RRAC.
Article 11. RRAC shall meet at least once annually, at the call of the Chairman, or of the Secretary and Vice-all if the Chairman is incapacitated. Adequate notice shall be given before each meeting of the Committee.
FINANCIAL MATTERS
Article 12
. RRAC shall maintain a separate bank account to keep its funds separate from the other funds of Reformed Faith and Life. The treasurer of RRAC shall also be a separate person from the general treasurer of Reformed Faith and Life.
Article 13. The costs of attendance and lodging at RRAC meetings by its members shall be borne by the supporting churches that have delegated them to RRAC. Administrative and incidental costs to holding meetings may be taken from the RRAC treasury. It shall be the policy of RRAC to use as much of its funds for actual radio and follow-up work as possible.
